Building Department
The Building Department handles building permits and inspections for all types of projects—commercial, industrial, and residential—in the Town. Our goal is to ensure a safe environment by providing thorough plan reviews and inspections.
For permits requiring new water meter installations, final water meter inspections, and backflow prevention checks, please use the online forms in the “Request for …” tab below to schedule these with the Water Utilities department.
The Town of Berthoud has adopted the 2024 I-Codes. For more details, check the tabs below. Additionally, information is available online for the Procedure for Contemporaneous Reviews of Electrical and Plumbing Licenses, as required by and in accordance with HB 19-1086 and SB 19-156.

Contractors must be licensed with the Town of Berthoud prior to applying for a building permit. Please see our Permit Portal to start your application. Homeowners, to find out if your contractor is licensed with the Town of Berthoud, please call us at 970-532-2643.
You will need to show a passing score on an ICC Test for the appropriate license or a license from a jurisdiction requiring you to test with ICC. All submitted test results must be from a 2018 Code test or newer.
Electricians and Plumbers are required to submit valid state licensure.
Residential C and Sign Contractors will need to show ICC testing or take a test administered by the Town of Berthoud.
You must submit your liability insurance showing the Town of Berthoud as a Certificate Holder.
The cost for this license is $100, which is good for one year. (There is no charge for Electrical or Plumbing contractors as they pay the State of Colorado.) License renewals are also $100.
Available Licenses:
- Commercial Contractor - A (see note) Performs new construction and additions of commercial buildings - ICC - G11
- Commercial Contractor - B (see note) Performs Tenant Finishes and Remodels, swimming pool spa of Commercial Buildings ICC - G12.
- Residential Contractor - A (see note) Performs new construction and additions of residential one- and two-family homes and townhouses. ICC - G13
- Residential Contractor - B (see note) Performs residential basement finishes, remodels and accessory buildings, swimming pool/spa. ICC - G13
- Residential Contractor - C - Performs residential construction for decks, sheds, carports, pergolas, and small interior remodeling/handyman projects. Performs demolition and excavation projects.
- Trade Contractor - Performs work in the licensed trade - Roofing ICC-G15, Mechanical ICC-G29, plumbing, electrical, and solar State License or Equivalent.
- Sign Contractor - Erection and installation of commercial signs.
NOTE: The contractor may perform work of any lower license type within their respective class of Commercial or Residential

Residential Permits
Residential Building Permits cover the construction of a new home, remodels, building enhancements such as decks and basement finishes, and major repair projects such as roof replacement.
Here is a partial list of projects typically requiring a permit.
Commercial Permits
Commercial permitting encompasses the construction and development of structures other than residential.
Specific projects may require a review by the Planning Department prior to obtaining a building permit. Before applying for a building permit, please call the Planning and Building Department at 970-532-2643 to determine if such a review is required.

Prior to obtaining a building permit, Contractors must also be licensed with the Town of Berthoud. All Commercial work requires a licensed contractor.
The Town has adopted the 2024 International Building Code (IBC) and International Residential Code (IRC), the 2024 International Energy Conservation Code, and the 2023 National Electrical Code.

Building permit fees may be paid via:
- Online (Credit Card or E-Check) through the permit portal. (Note: Credit card payments are subject to a 3% convenience fee and a $1 service charge, E-checks are subject to a $1 service charge)

Part of the permit fee includes town use taxes. Therefore, it is important to have your project reviewed and a permit issued prior to purchasing materials. New Residential Requirements for Certificate of Occupancy
- Setback Certification Form
- Footing Letter – prepared by the Engineer of record
- Foundation Letter -prepared by the Engineer of record mentioning the UFER
- Perimeter Drain Letter – this can be prepared by the Engineer or done by the inspector
- Dampproof Letter – this can be prepared by the Engineer or done by the inspector
- Open Hole Letter – prepared by the Engineer of record
- Water and Wastewater Service Installation Report
- ILC – prepared by a licensed Surveyor (Top of Foundation should be on this or the Grade Cert)
- Grading Certificate – prepared by the Engineer of record
- Final Water Meter Inspection/Backflow Prevention Check - go to "Request for..." Tab on the permit page
- Final Building Inspections – all inspections have been done and approved by the inspector.
Commercial Requirements for Certificate of Occupancy

- Backflow Assembly Test reports (submitted to the portal by the applicant or certified tester)
- Final Water Meter Inspection/Backflow Prevention Check (go to the "Request for..." Tab on the permit page)
- Fire Inspection
- Health Department Approval Letter (if applicable)
- State Permit for Underground Fuel Tanks (if applicable)
- Landscape
- Final Building Inspections – all inspections have been done and approved by the inspector.
Water Meter Install Request
All new water service lines with Meters require a building permit.
3/4", 1" and 2" Water Meter Installations:
- Installed by the Town of Berthoud Water Utilities.
- Requests are to be submitted by the Permit Applicant, Contractor, Builder or Property Owner by submitting the online Water Meter Installation Request Form.
- Be sure to provide the building permit #, site address, and contact information of person responsible for the site with your request.
After installation, Meter Id(s) will be assigned to the meter and submitted with your building permit number and final water meter inspection(s).

Request for Final Water Meter, Sewer Clean-out, Backflow Inspections
Signs are a necessary means of visual communication for the convenience of the public. The Town of Berthoud Development Code establishes regulations for signs which are intended to safeguard the health, safety, convenience, order and welfare of all residents of the Town. The Sign regulations can be found in Section 7 of the Town of Berthoud Development Code.
The Town of Berthoud adopted sign regulations: Sign Code as of 12/15/2025
A Sign Permit is required for most work involving a sign. Depending on the sign type, applications can take 5-10 business days to review. You must be a licensed sign contractor registered with the Town of Berthoud to install a new sign in the Town of Berthoud.

Sign Applications are submitted through CommunityCore.
Contractors and community members not registered with the Town of Berthoud, must register for a new account at CommunityCore.

The Stormwater Permit in CommunityCore is ready!
For all new construction you must have a building permit as well as a Town of Berthoud Stormwater Permit. You will need to apply for the Stormwater Permit in CommunityCore just like you would a building permit. When you apply you will select the Stormwater Permit, upload the required documents and complete the application.

Stormwater Quality Permit Application
If you have multiple lots in a single subdivision one Stormwater Permit may be sufficient for the entire subdivision. The "rule of thumb" is one builder, one subdivision, one Stormwater Permit. Your Stormwater Permit should apply and cover all your homes. If you need to add a home to your current Stormwater Permit, please email Brian Stone.
Fees for the Stormwater Permit will be assessed through the building permit.
