Right-of-way Permit 

The Town of Berthoud regulates the installation of public utilities within the Town's public right-of-way through a permitting process. Public right-of-way means a strip of land acquired by reservation, dedication, forced dedication, prescription, or condemnation and intended to be occupied by a road, crosswalk, bike path, alley way, railroad, electric transmission lines, oil or gas pipeline, waterline, sanitary storm sewer, and other similar uses; generally, the right of one to pass over the property of another. Right-of-way (ROW) Permits are required prior to any work activities or temporary obstructions, including temporary storage containers or pods, within the public right-of-way and/or Town utility easements or that will directly affect the traveling public.

Prior to submitting the ROW Permit

1.    Obtain an approved Certificate of Insurance, or bond (if required), equal to the value of the work done and submit with permit.

2.    Any work impacting a state highway and or county road within the Town limits requires a Colorado Department of Highways (CDOT) Special Use Utility Permit. The Town will not issue a ROW Permit without this documentation.

3.    Applicant is responsible for scheduling utility locates before digging / excavation.

4.    Provide construction methods, equipment and operational procedures to obtain the Town’s concurrence in the ROW Permit application and Traffic Control Plan, and if required prepare construction plans and or a scope of work letter.

ROW Permit Application

In accordance with the Town's permitting requirements, all work done on public right-of-way areas (including utility easements) or that will impact the traveling public requires a ROW Permit, Traffic Control Plan(s), Description of Work, and Certificate of Insurance.

3 Easy Steps! The application must be fillable at all times. No need to print & scan, nor open the application in a PDF program.

2) After you completed the form, download to save and create a new file name (ex. ROWPermit-123 Main St-Company Name). 

3) Send the new file to Email Right-of-way with the following attachments;

•    Include Traffic Control Plan(s) for work that impedes public utility easements and right-of-way areas, the normal flow of vehicular and bicycle traffic and or disrupts pedestrian walkways, and if necessary, developed by a certified traffic control company.

•    Include an approved Certificate of Insurance (COI) with the Town of Berthoud listed as the Holder and "additional insured" , or bond (if required), equal to the value of the work done.

•    Include a detailed Description of Work (construction methods, equipment and operational procedures) in the permit. Depending on the project, a Scope of Work letter and/or Construction Plans may be required.

•    Include an approved Colorado Department of Highways (CDOT) Special Use Utility Permit , and other regulatory applications and or permits as required, when a project impacts state highways, county roads, and municipal streets.

How long does it take?

•    Once all required documents are received, the Town requires a 10-work day notice for approval of the permit. 

•    ROW Permits are then issued after the application fee is paid in full upon receiving an invoice by email with payment instructions.

Construction Hours:

Monday-Friday: 7:00 a.m. to 7:00 p.m.

Saturday: 8:00 a.m. to 7:00 p.m.

Sunday: 9:00 a.m. to 4:30 p.m.

UPDATE: 10/01 Due to unforeseen challenges, utility and roadway construction in the Farmstead Development by the developer will continue into 2026. The Town will continue to coordinate with Larimer County on detours, and we'll keep you updated as the work progresses.
The Farmstead development closed County Road 1 between Hwy 56 and E. County Road 6C in late January 2025. This closure is necessary for new utility installations being performed by Claystone Construction.

Snow and ice is cleared from city streets on a prioritized basis driven by the amount of snow and the traffic impact of a particular street. The Town's Parks Department also removes snow from town property and town-owned trails. Property and business owners are required to clear snow and ice from their property based on town ordinances.

Street Sweeping Schedule

The main street sweeping season is from April 1st through November 30th.  Street sweepers will continue to operate during the winter if temperatures exceed freezing.
Street sweeping will occur on the second week of the month.  Hours of operations are from 7:00 am - 3:00 pm Monday thru Friday. Months with heavy leaf debris accumulation will have additional sweepings.

How to Help

During the second week of each month, move vehicles, trash cans, basketball hoops, and other obstructions off the street.
Keep tree branches pruned to a minimum of 14 ft above the roadway per Berthoud Municipal Code 16.8.

Fall Clean-up

Street sweepers will be operating more frequently in the fall months.  As a reminder, street sweepers cannot pick up large debris such as branches or large piles of leaves. Piles of leaves made by homeowners will not be picked up.  It is illegal to blow grass clippings and leaves into the streets.  Leaves that fall onto a resident's yard are the property owner's responsibility to clean up.

Monday: 1, 2, 3 (Red, blue, teal)
Tuesday: 4, 5, 6, 7, 8 (Purple, orange, yellow, lilac, brown)
Wednesday: 9, 10, 11 (Green, pink, yellow-green)
Thursday: 12, 13, 15 (Grey, salmon, light green)
Friday: 14, 16, 17 (Grey-blue, light purple) 

Water in our storm drains flows untreated into our waterways. The purpose of storm water drainage maintenance is to prevent urban pollutants from reaching our rivers and streams.

What a Resident Can Do To Protect Water Quality

Send nothing to the storm drain but rain by following these simple tips;

• Clean up after your pet and don't let your pet's mess go into the drain.
• Wash your vehicle at a commercial car wash that treats or recycles its wastewater.
• Wash your car in your yard so the water soaks into the ground, and not the drain.
• Repair automotive leaks and legally dispose of used auto fluids.
• Don't use pesticides and fertilizers, or use sparingly and away from the drain.
• Monitor your lawn watering requirements, please don't over-water.
