We want to assure you that the safety of everyone is a top priority for the Town of Berthoud. We plan to continue serving the building and development community during this COVID-19 (Coronavirus) outbreak and in an effort to limit the probability of spread among out very small team, we will be closing Town Hall to the public beginning tomorrow, March 17. Our goal is to limit the spread of any illness so that we can continue to provide service uninterrupted. With that in mind, we will be following the procedures below to ensure our operations are not disrupted, while also minimizing risk, as we continue to support you during this time.
We are equipped with the technology needed to submit all permits electronically. All permits will be required to be submitted electronically until further notice. Please go to the link: https://berthoud.cascadesoftware.net/Account/SignIn
In addition, Procode has placed video tutorials on how to use the Cascade system on their website: https://www.procodeinc.net/
Permits must be entered into the electronic Cascade system. Town Staff will process permits and calculate fees. The Town expects additional processing time of 3-5 days due to these extraordinary circumstances.
Payment of Fees
Once the permit has been accepted and fees have been calculated, Town staff will send an electronic invoice. Payment of the invoice will be accepted within the payment box outside of Town Hall, or by mail, and will be processed within 3-5 days. Staff will accept payment by credit card, with a 3% surcharge added to all required fees. Times to make Credit card payments will be limited to Monday 9-4, Wednesday 9-4, and Friday 9-4 (dates and times may change quickly as the COVID 19 continues to unfold).
Staff will no longer print Permit Cards. There is an option within Cascade to print permit cards once they are ready. Please print on cardstock paper and place at the site until further notice. Procode inspectors and the Town will still expect a legible permit card at every site.
Certificate of Occupancy
CO’s will no longer be picked up in person, and will be released within the Cascade system once they are ready. The CO can be printed within the Cascade system once it is release by Staff.
Small In-House Permits.
Inspections for smaller in-house or in-structure permits, such as basement finishes, etc, may be delayed or restricted at this time out of abundance of caution to the inspector.
Please email or call Town Staff or Procode with any questions. In person visits at Town Hall are no longer available starting tomorrow March 17, 2020.
All submittals must be made electronically. Staff recommends using sharepoint, or drop box. Please send all submittals to email@example.comfirstname.lastname@example.org
Submittals will be processed normally, but Staff expects some delay from outside agencies to make comments. Again, please communicate electronically, through email for communication regarding said submittals.
All TRC meetings will be conducted by teleconference until further notice. Staff will update the development community, if further closures occur.
All Planning Commission meetings are cancelled until further notice.
Staff will continue to record documents, but will rely on Larimer and Weld County, as to whether this will continue.

Overall the Community Development Department is responsible for overseeing how Berthoud will grow, assuring that any construction and development is done to national standards, and that historic buildings and areas of Berthoud are respected and protected.
