3 Raw Water Contribution is required at time of issuance of a building permit for all non-residential development projects where new or upgraded water service is proposed. Raw water contribution is based upon the water system demand and usage characteristics including all indoor domestic uses and outdoor irrigation uses such as landscaped areas, buffer yards, open space, and all other areas irrigated and served with Town water. All other water uses such as process water is also included in determining the appropriate raw water contribution. Raw water contribution is subject to review by Town Staff at time of building permit application. Engineering and/or comparative analysis may be required to determine the appropriate raw water contribution. Raw water contribution must be satisfied by the project developer by conveyance of water rights only, prior to the issuance of a building permit for non-residential development projects. The Town may accept cash-in-lieu-of payments for non-residential projects at its sole discretion. The Town requires conveyance of units of the Colorado Big Thompson Project (C-BT Units) under fixed quota allotment contracts, shares in the Handy Ditch Company, or other raw water sources at the Town's discretion provided it can be delivered in suitable amounts and times for the desired purposes under priorities that will provide a reliable source of water. Refer to Town of Berthoud Ordinance No. 1018 for additional restrictions, limitations, and information. 4Pursuant to provisions of the Intergovernmental Agreement (IGA) between the Town of Berthoud and the Little Thompson Water District areas defined in the IGA as exclusive billing areas of the Town but where connection is made to Little Thompson Water District Infrastructure through a master meter a Capital Charge is due at issuance of a building permit or a water tap permit. Check with the Building Department to determine the applicable Capital Charge for a specific project. 5 Public Facilities Fee is determined based upon building floor areas, building uses and is based upon a Single Family Equivalent (SFE). Where floor areas are less than the first full SFE, then the minimum fee for 1 SFE is due. Floor areas greater than the first SFE but less than or equal to .5 of the next higher SFE is rounded down to the next full SFE. Floor areas greater than the first SFE but greater than .5 of the next higher SFE is rounded up to the next full SFE. 6 Road Impact Fee is determined based upon floor areas, building uses and unit equivalents. The Road Impact Fee is prorated according to actual floor areas. Retail establishments and restaurants which will produce sales tax revenue comparable to established retail and restaurant businesses already operating within the Town may be exempt from all or part of the Road Impact Fee. Contact the Building Department to determine if your project is eligible for an exemption to the Road Impact Fee. 7 Use tax is collected on the dollar cost of all taxable materials and equipment used in a construction project and is normally calculated based upon one-half (50%) of the complete project valuation provided by the building permit applicant on the building permit application. Valuation means the entire project construction costs including labor, materials, plumbing, electrical, heating, and cooling systems as well as finish work and permanent equipment. If specific project cost data is provided by the applicant indicating a lesser percentage of taxable materials and it can be verified as accurate by the building department, a lower percentage may be utilized to calculate the use tax due. 8 Properties annexed to the Town but located in Weld County are not subject to the collection of county use tax.
